投 资 环 境
为加快对外开放步伐，切实营造宽松的投资环境，仙桃市委、市政府决定组建一个行政服务中心，建立两个隔离带，设置五条高压线。同时，出台政策对引资中介予以重奖。
行政服务中心
对在仙桃投资兴办的项目，行政服务中心将集中市直相关职能部门在一栋楼办公，为投资者提供涉及项目建设和企业规费的咨询、报批、缴费、办证、投诉等方面全过程的“一条龙”服务。
两个隔离带
一是项目与部门的“隔离带”。部门收费、管理全部由行政服务中心承办，部门不得与项目、企业直接发生关系。二是企业与村民的“隔离带”。企业在征地用人等方面不直接与村民打交道，村民也不准直接进入企业，相关事宜由公安部门及镇、办、区负责办理。
五条高压线
1、凡是进入服务中心保护的企业和项目，其行政事业收费必须统一纳入中心管理，部门收费必须实行收费明白卡制度。
2、凡是进入服务中心保护的企业，有关单位和部门必须实行服务承诺制。
3、凡有关单位到保护企业进行服务性收费或检查，必须经过服务中心组织协调。
4、凡有关工作人员到企业服务，不得吃、拿、卡、要、报。
5、有关部门不得在卡外或中心规定之外向企业收费、摊派。
对违反以上规定者，将一律追究主要领导的责任直至撤职，并给予直接责任人下岗处理。
引资奖励
对招商引资中介人给予以下奖励：
1、凡引进市外无偿资金或捐赠款，在资金到位后由受益单位按引资额的10%计奖。
2、凡介绍外商到我市兴办各类生产型企业和收购、租赁国有企业的，根据项目的科技含量，由受益单位按实际形成的固定资产投资额或实际收购到位金额的1-2%计奖。

Administration Service Center：
For investors iniating project in Xiantao，the Economic Development Service Center will put together all relevant functional departments to work in one building，it is expected to provide the investors with continuous line of service related to project construction、fees and charges consultation，proposal and approval of project，fee collection，license getting，and complaint handling，etc.
Two Isolation Belts：
One is the isolation belt between project and department，The department fee collection and management are all undertaken by the Administration service center，The other is the isolation belt between enterprise and villagers .The enterprise has nothing to do with villagers for issues such as land requisition，personnel recruitment etc，the villagers are not allowed to enter enterprise without authorization. the related issue arised shall be handled by Public Security Bureau、the town、residential committee and zones.
Five High-tension Lines：
1、For the protected enterprise and project under service center，its administrative and other fees collection will be brought into the centralized management system of the service center with main items listed on a card.
2、For the protected enterprises under the service of the center，relevant units and departments shall implement promise-making system for excel-ent service.
3、The service fee collection or inspection by relevant department in protected enterprise must be subject to the organization and coordination of the service center.
4、The staff serving in the protected enter-prize shall not ask for reception and material、put up obstacle、press for account rendering.
5、Relevant departments shall not collect fees or apportions charge not listed on the card or stipulated by the center.
